From the Heart of IPACK-IMA 2025 to the New Machinery Directive: Compliance is also a Question ofLanguage

The recent edition of IPACK-IMA 2025, an integral part of The Innovation Alliance, has confirmed the
central role of the Italian packaging supply chain around the world. From 27 to 30 May, Fiera Milano
hosted more than 1,300 exhibitors from 28 countries and a range of selected buyers from more than 60
markets among high-profile events, worldwide previews, and strategic meetings on innovation.

Beyond the most advanced technologies on display, one of the most common topics among operators was
the imminent arrival of a new regulation: Regulation (EU) 2023/1230, which will replace the Machinery
Directive 2006/42/EC.

Regulation (EU) 2023/1230: Changes in 2027

Starting on 20 January 2027, Regulation 2023/1230 will be fully applicable, introducing
more detailed, uniform requirements for machine safety and CE marking. This transition
directly involves everyone involved in designing, producing, and commissioning industrial
machines, including those dedicated to food and non-food packaging and those exhibited at IPACK-IMA.

Compared to the previous directive:

  • The regulation has direct effects: it does not require national transposition.
  • It introduces specific requirements for partly completed machinery and complex products.
  • It dedicates particular attention to documentation, instructions, and declarations, making them
    binding legal instruments.

Translation: Regulatory Requirement, Operational Risk

One aspect that is often underestimated but comes out during talks and meetings with international
buyers at IPACK-IMA is the translation requirement. According to Articles 21 and 22 of the Regulation:

‘The EU declaration of conformity … shall be continuously updated and shall be translated into the
language or languages required by the Member State in which the machinery or related product is placed
on the market, is made available on the market …’

The same is valid for declarations of incorporation of partly completed machinery.

With respect to exports, production for third parties, and cross-border installations, this requirement
forms an actual legal responsibility:
❌ An untranslated or noncompliant document may block distribution.
❌ An approximate translation may invalidate CE marking.
